This Q? is for Verpies..  In a Resonant System like TK where everything from the Resistor to the coil, Capacitor and the input are all in resonance.  When the HV DC Impulse goes into the coil, does this mean that their is very little to no amps being consumed?

Yes, if the HV input pulse is narrow and coincident with the peak of the LCR voltage waveform and the amplitude of the resonance had the time to equilibrize wit V_MAX  (assuming it starts from 0V) and the damping factor is low enough for the amplitude of the LCR oscillations not to decay too much between the HV input pulses. 
That's a lot of "ifs" and there is even more of them if inductors use ferromagnetic cores.

Also do you think that using an older style Capacitor Discharge Ignition would be proper for my mechanical replacement of my Impulse Circuit?? I need a range of 10 to 100 Millisecond Impulse waves..

I can't answer that.  You are not specifying the f, V_PK-PK , DUC, the rise time and the fall time of your pulse waveform.

Further to my post 18155, a better solution to carry the mains current through the braided copper sleeve is to use two high temperature rated 19/0.15mm PTFE insulated wires. The nominal diameter of wire is 1.35mm and is rated at 8A. Insulation is 600V. By earthing the copper braid, this gives a perfectly safe means of powering the Aqua2 device from a remote grid feed.

It would be very easy to clamp the copper braid enclosing the two thin wires under the steel bolt outside the house without damaging the wires.

Yes. And this »spot near by« is called a charged capacitor. The negative plate of this capacitor is the Earth and the positive plate is the Sun. If one disagrees with this he has to show that this capacitor is either not charged or that it is not possible in any way to extract energy from it.
