This looks like a possible ou device.But the question is how to create a self sustaining unit without the mains
Base on my experiment on usual 50/60HZ 220v mains transformer.The maximum peak power for these transformer is actually 400HZ(military standard) base on one of my experiment.

The big question is how do you plan to down convert around 34KHZ frequency to useable voltage since common transformer is out of the picture.Another factor depend on what kind of circuity is used for stepping down mains voltage inside neon sign transformer in order to isolate from the mains completely.

You can make you own transformer on ferite. Primary can be 200-2000 turns, secondary 20-200 turns. Ferite suport frenquency usualy to 100 kiloherc and maybe more.

After studying the circuit diagram.I did a research on "HER108 diode".The datasheet specification for this diode is 1000Volts 1Amp  recovery speed: 70ns
Since the inventor is using 16 x HER108 diodes in series likely to support higher voltage.1000volts per diode x 16 = 16KV.(If you can get just 1 diode to handle at least 20KV 1Amp would do the trick as well.)
The capacitors value in series is unknown.But we know that by putting capacitors in series would reduce capacitance value to nf or pf in this case.Also in this case capacitors in series was also used to support higher voltage around 10KV...15KV.Using just one capacitor at least 20 KV or 30KV  with a resistor likely around 1MOhms...3.3Mohms in parallel would do the trick as well.

(If you take a look at various neon sign device the typical spec is around 10KV or lower)

This is just my theory which should be around 90% accurate.
