  They mentioned that they would be selling the Barbosa/Leal devices by next year, like by Dec. or Jan 2014, or so. But, may have sold, or let out a couple of them out, for testing purposes, already.   
   I highly doubt that this sales date will happen, for one reason, or another.

Анализ схемы был проведен на Реалстранике, много опытов поставлено лично мной. Теперь я могу показать схему и принцип положенный в основу работы. Работы еще ведутся, вы все можете вместе их продолжить. Элементная база проста.
И так как работает этот светодиодный фонарик.
Схема состоит из DC повышающего преобразователя, который преобразует первичное питание 3 -4 вольта в 6-7 для питания двух светодиодов, основа схемы патент Мельниченко - трансгенератор. Это основано на намагничивании разделенного сердечника с помощью ОЭДС. Кому интересна суть могут почитать его патенты и множество видео.
DC преобразователь делает 2 работы сразу- первая преобразует и повышает напряжение для питания светодиодов, и намагничивает разделенный броневой сердечник, за счет этого вырабатывается энергия , которая снимается с броневого сердечника и используется для питания схемы. Так как эту энергию нужно правильно утилизировать применяют микросхему логики, она является активной нагрузкой для свободной энергии,  регулируется выход этой энергии очень просто и гениально- это светодиоды, грубой и точной настройки, меняя их  частоту мигания добиваются нужной нагрузки. Есть там еще цепь предохранитель в виде полевого транзистора, который подключен на инверсный выход k561ЛН2, как только напряжение достигнет 5 вольт ,он замыкает питание через резистор, не давая тем самым сильно измениться входному напряжению на стабилизаторе. Я прилагаю схему и видео , которое показывает что твориться в броневом сердечнике, напомню в нем обмотки разделены, первая обмотка нужна для работы DC преобразователя, вторая для подпитки всего устройства.

My translation (sorry if it`s not super correct):
For those who don`t want to "sparking", but want to know how can we make device with COP>1 here is device of Andrej Melnichenko.We make the analysis of this device in "realstrannik.ru" forum. I do many experiments and now I can show the schematic and principle of this device which is in the process of "upgrade" and everyone can help with the ideas. The element basis is simple. How is this work? Main principle is DC Voltage convertor, which make primary 3-4 Volts to 6-7 Volts for 2 white LED diodes. Device is patented. We speak about "Trans-generation of Melnichenko". Device work with Back EMF and it`s happening in one transformer but with separate core (2 parts of ferrite transformer which are not closed together completely). Search Google and you`ll find lots of info. DC converter do 2 jobs in one time- first is conversion of Voltage and magnetize of first half of transformer`s ferrite part. In this moment we make energy which we take off the transformer and utilize for supply of schematic. For proper use of this energy we use chip of logic elements. These elements are load and adjustment at once.Main principle of control are making with 2 red LED`s- one "adjust average", second "fine". In the process of adjusting we find proper frequency of ON/OFF what makes the schematic work correct.MOSFET transistor make an "overload" protection, if the voltage on the inverter input reach 5 Volts, MOSFET shunt`s the power supply with resistor and it`s prevent to swing voltage on the stabilizer.In the end you will find schematic and video. Remember transformer windings are separated- one part for converter second for "amplification of power".

P.S. Yes, Kapanadze always tell about Melnichenko: "He is very close... but not reach the destination..." :-)

Yes    been doing some tests on this circuit as well.... without ground I can touch the loop
end connections and current meter shows 86 amps when I short them......
2turns(min must be 3 turns ) for a small transformer  also produced less output....    the primary coils without cores and looped produced zero current in the 3rd transformer....  so as you say
bigger transformer as MOTS  and higher amapacity or size of cable will do the trick...
Somebody suggest to use copper or aluminum to enclose the loop for control of current avalanch   .  my primary coils will be tested with the cores back to see .....
