Yes, anytime a transformer winding does not span the entire core or anytime air gaps are present in the core - a leakage inductance appears, which becomes capable of resonating with external capacitances.

If you like the Stepanov device, you should investigate ferroresonance in 3-ph transformers (delta connected), because it is not the same as the lumped LC resonance and is considered to be a very wrong thing to do to a power transformer ...and remains somewhat of a mystery.
