Either Stepanov's inverter can't provide full 220V or something within the device is causing that voltage drop as the output measurement shows. Quite insightful. Maybe the abstract diagram above should be corrected accordingly.

Through the years i gathered some info ... nothing new  but maybe ordered in a different way  ... about Partnered Output Coils, Donald L Smith,
Zilano, Fabrice André, Kapanadze  ..  and many others.

I imagine, visualize : we all here understand and know free energy in 2017  ...  We will be able to replicate some devices  and  develope some of our own

I think it is semi-real, because if we look at it closely, then the Kapanadze patent resembles also the Stepanov device. That's a strange coincidence.

If one wants to connect a high voltage three-phase transformer and by mistake one of the transformers is connected through a diode bridge and a capacitor, then the high voltage output would be 50Hz and 100Hz (60Hz and 120Hz), which could result in a very odd behavior when at the same time a feedback loop is formed somehow.

Basic (Kapanadze) principle: Parametric resonance including a high voltage part.

Still missing: One or two(?) capacitors (Kapanadze calls them filter or adjuster) and the proper connections of the high voltage coils.

this device is NOT free energy never will me, the 2 f thing just folds over the wave so it's 2x f yes but half the voltage   content across the wave so no gain but loss !
