The grass hasn´t grown at that spot for 2 weeks? 
This could be an indicator of a potential hazard to organic material of the device.
And even the heavy plate could not shield that

What puzzle me a bit is the ground rod. There a simple experiment people can do , place a earth ground as JNL , put some water to make it a little better conductor , put a wire on the Hot main of your house, attach it to the ground rod, there will be about 1.5-3 Amp flowing on this one wire going to your ground rod, don't touch the Rod , there will be 100-300 Watt so it become extremely hot.If you don't get any current flow, you just have the wrong wire, use the other one.


Should look like that:

             Wire
Main(+) ..........|| Earth Ground

Main(-) Not connected anywhere

There a direct coupling between the House ground and the Earth ground proved by this simple experiment.
I don't mean JNL is extracting his energy from the House but its something to take into consideration.

IceStorm,  I have been thinking the same thing and was planning on trying this today.  I think this is a very important consideration and looking at the Kapagen/TK circuit I think we must consider how much power is coming in from this source before considering OU.

In the diagram of the circuit you posted you show the diode directly across the MOT output and the Cap in series with the MOT output.  Wouldn't this blow the diode?  All the other schematics I've seen have those two parts switched places.  Thanks for getting some info from JLNaudin!

I don't think that was a shield. The place corresponds perfectly with the contact area of the plate. If it was radiation damage it wouldn't be so localized. Could it be that current is flowing through the plate to ground  .

remember the path of least resistance is taken, try a local GROUND ROD instead of the plate and see if that provides the same performance gains.
