Why a "principle" of work when we have no evidence that Kapanadze's device works?
We have nothing to observe so a "principle" is prematured.
The author did not even build the Kapanadze device, he did not test it, he did not measured it but he pretends to give us the "principle". Ridiculous.

Moreover the "principle" described in the document is nonsense. Words without meaning, sentences without logic, a pure mystification.
It is not even refutable because completely fuzzy, denying the coulomb force, the capacitor principles and ignoring the basic principle of a resonant circuit, which is simply to accumulate energy from cycle to cycle. The more in capital letters and in red, the more stupid.
Sorry but enough is enough! This paper is a product of blindness and foolishness, a real insult to intelligence.

but please do your critique a bit more nicely,

Don't judge what you don't understand.
Because things are so simple doesn't mean that won't work.
Kapanadze got so far mainly because he has a different view.
Personally I have a lot of respect for this guy.

I look at it as every little thing we get, gets us (me) closer to replicating a device that is similar to Kapanadze's device.  I don't think I'll ever be able to reproduce his device without a schematic from him but if I can produce similar results then I'll be extremely happy.

This may be a totally stupid idea but, do we have any one here that might be able to contact Tariel?  He may not even have a computer and also may not have internet access but, IF he does, and someone here speaks his language, maybe he could be e-mailed and invited here?

A long shot, I know.  But, he might be impressed at the amount of folks trying to replicate his device.  As of now, I am pretty sure he has no idea all of this is going on all over the world and maybe he could shed some light on a few of our questions.  If he already has the patent, it will not matter that any of us can actually build one.

Just a suggestion.
