Something is missing because in other case every radio electronic could make Don Smith device in one weekend 
That missing part is what bolt described : converting VAR into longitudinal radiant wave and capture it with ambient electrons to get magnification of power.
For me it looks like very hard to guess technic. Most people just got RF without any power.

This will give you an idea. My circuit is to show how to run a 3 phase motor in RV self sync mode using extreme VARS will attract loads of Radiant energy. Its also the basis of the TPU just replace motor coils with 3 TPU collectors will create rotational magnetic field self spinning. Look carefully at battery current and tank VARS. It runs with gain!
