80% chance that the second cable is also connected to the shield.
That TK somehow works with capacitance is highly likely though, since the "primary"
in his aquarium resembles much more a capacitor.

I checked what is going on after spark gap and captured oscillation with 1 turn of wire on Tesla Coil.

Whoever made the aquarium schematic forgot about L3.
TK points out that there is something special to it.
Or maybe it's really just a choke/HF balun.
And due to the omission of L3 the lamp connection is shown differently
than in the device where the 2 wires going to the lamp come from L2 and L3
which becomes apparent when you trace back the wires.

I also don't see any small gauge windings on the "primary" nor any cables
that would connect to those windings.
At the bad zoom factor of the close-ups, things turn more into guessing unfortunately.

I took the instead of the capacitor from the transformer secondary Tesla coil  (she has a great capacity interturn). The effect looks like in your experience
