There is a large coil wrapped around the outside of a TV picture tube. 
This large coil is a degaussing  coil.  You can twist it to make it smaller.
When I was working in an electronic repair shop, we hooked a push button switch up to one,
with an electrical plug and used it to degauss the colour picture tube of TV's after we fixed them.
With the TV on we would hold the push button in while we ran it across the front of the screen. 
It would get rid of any strange patterns on the screen and make it look good as new again.

Resonant rise decreases with each wave as it approaches a maximum related to the input energy and the Q. Its envelope is shaped more like a capacitive charge graph.

Their waveform was increasing each wave as a percentage of the previous wave...a trumpet shaped graph. Not necessarily free energy, but definitely not just resonant rise. If the load on the signal source stays constant while that waveform is happening, that is a very good sign.

Indeed if the device has constant parameters (e.g. immovable core, no other energy storage, etc...) and is driven by a constant-impedance constant-frequency voltage source then the envelope of the resonant voltage rise should have the form 1-e^-t which is linear near t=0.  In other words the slope of the envelope (1st derivative) should decrease asymptotically to zero as the time goes to infinity.

Could it be as easy as this, non decaying oscillations. The rate of spark discharge has to be at the resonant frequency of the coils.

Excellent video.
Mutual inductance, charges both LC tanks and then superimposes them.  Looks like waveform addition of two very similar frequencies, yet not exactly the same ones... A fractional cycle of Beat Frequency comes to mind here

I think we need pure sinewave with amplifier around 100 - 200W with output voltage level 100-230V for testing. All in nice electronic circuits. Here is what I'm using now ; Wein bridge clear sinewave generator for 50hz output merged with very basic TDA1516 mono audio amplifier running all from 12V 7ah battery. Too low output voltage : max 11V and too low wattage (max 20W)  I think someone with deep electronic knowledge should propose better amplifier. Anyone ?

For ~50Hz you can use a ready made car amplifier.
They are cheaply available on eBay. Just pay attention to the RMS power rating (not other power ratings), bridgeability and THD/stability at low ohm loads.
It is not economical to build your own amplifier at these frequencies (educational though).
For higher frequencies you could use a ready video amplifier or line driver Integrated Circuits with high current output capability.

However, if you want to have the ability to vary the LF ~50Hz frequency a little (just like Aidas recommends to harmonize with the HF oscillator), then you can drive the 15t winding from an analog automotive audio amplifier driven by your weaker sine wave signal generator.  Those car amplifiers are dirt cheap and designed to drive low impedance speakers.
