The guy that replicated the Kapanadze device has just posted this comment on his youtube channel:

Hello! This is still a generator of Kapanadze but we have made and will soon run video and more detailed information. One of our results is at ~ 40 volts input and consumption power ~ 200 mA 2 * 300 watts lamps. Nothing to hide or to conceal. Just need a little more time to present in perfect device.

There is no doubt that there is electrons pumped via the ground wire, the question is how to achieve the high amperage that Kapanadze is measuring in that wire,because that is what results in the output power. His patent WO2008103130A1 refers to a current amplifier.
