The most likely causes are;

1. diameter of the winding form
2. gauge of wire used
3. Type of wire used (Copper, other mix, stranded, solid core, etc...)
4. actual output voltage
5. Quality of the ground connections (rod and wire used)

The biggest issue I see is the voltage level used, everyone is trying to less voltage when more is what is called for, The original design was using a Tesla Coil driver which is far more than 2kv, even Smith uses 6~9kv NST with diodes and caps. Current is not required but Voltage, more voltage less current, the MOT is a Brute Force method, Naudlin is using a doubler circuit to boost his output to roughly 4kv right? this is getting close to the magic level I think.

The Cap idea for the input side to limit the current into the MOT is a good starting point but perhaps after playing with the MOT design a 12vdc setup using a car ignition coil and mercury tube spark gap might be the ticket. This will get you HV at lower current and not want to kill you perhaps.

Try a 555 timer circuit to control a darlington transistor pair to switch the car coil and use a Rheostat to control the primary input voltage to the coil, the output will require a rectification (Diodes or that Mercury tube SG), a CAP may or may-not be required here. Remember to switch the ground on the coil not the B+

Other steps after this are required to get a loop-able design but we must take baby steps first to make sure we understand what is happening. I hope this info is taken as it was given a suggestion of an alternative path to explore.

Bob Boyce found that only "Silver plated stranded wire" was the only wire that worked on his toroidal transformer design in creating and tapping Tesla's Longitudinal wave form energy for OU operation.  Regular stranded wire would not work.

Bob found this out as he built transformers back in the early 80's for a shop that did mil spec work, so he knew about the properties of Teflon silver plated stranded wire vs regular stranded wire.

Maybe someone has some Teflon stranded wire that can test this out?

Yes, when I run three mercury gaps in series a 1 ft x 1 ft square of aluminum foil nearby is greatly attracted to the floor. I wonder what might happen if I place somthing on it? I guess that would be off topic. Thanks for asking though.

Hey isn't it nice, smooth and quite with mercury vapor? Glad to A tried my proposal.

BTW 99% of those bulbs are UV shielded but have to be slightly careful with one anomaly. Its called TELEPORTING. If you get any signs of metal taste in your mouth TURN IT OFF!.

Metal halides can do this too under Radiant operation but although they A nice as spark gap they wont do dual function and act as a HT power diode.

Need to do PF mods and ballast next using run caps then you will win this low current contest hands down and get more OU then anyone else:) Dont forget to allow warm up time on these lamps before taking final measurements.

I have used a phototransistor coupled to a digital recorder to study the light modulations of this circuit early on. So,"teleportation" does not sound far fetched to me.
I do not have a second MOT. I do have a ballast from a HID fixture. The resistance is four ohms, when I add this to the primary in series the circuit does not operate  .

Now we are getting somewhere. The crucial question is not if this thing is OU or not OU but the of the energy coming out of it. Of course only if the tuning is correct. The Tesla Hairpin IMHO is the key to this. All the other methods we have seen on this forum are only creating radiant energy in very small amounts. This device seems to be the first one after the original Tesla designs that will create this energy in large amounts so it will be easier to study.
I'm not surprised that your bulbs blew, and the MOT transformer had problems too, it might just be you hit on the resonance point but some of the energy  was reflected back to the source.Look at the tesla hairpin videos on youTube and see how the  power of the spark changes when the hairpin is connected to the transformer. It goes from weak and bluish to extremely bright, UV emitting and extremely noisy.Remember all the people here who had their equipment blown because of "surges" in their devices. This is because they hit a resonance point but the current and voltage NODES were in the wrong places-inside the power supply or inside the transformer.
I too believe that JLN s system is not the same as Kapanadzes. There is some crucial info missing. Or it might be in  the adjustment and tuning. Haven't we all seen this many times before`? But this time some of you are getting close.

This seems to be THE document to read here. It reflects the views of Hector Torres and the language is difficult to decode but I think he has hit THE point on the very first pages.Read it and see what you can make of it.This is an elusive and very complex high frequency phenomenon.
I also think that you have to be VERY careful around the mercury vapor lamps. Beside UV they can create all sorts of very nasty radiations...the more exotic antigravity and time reversal effects seem to have been in some Russian publications but that stuff is even harder to decode than the Torres/Combine document.

I watched it and found some interesting facts, in addition
I'll give some data that seem to correlate with known measurements
and stuff:

- they have *hardcore* ground connection with *big* surface area, car radiator ~1m in ground. All around it is soaked in ~100l of water. On the other hand soil seems really dry so maybe so much water is not needed in average garden.

- the other ground is even more hardcore, metallic (copper?) pipe full of "dirty and conducting" water going straight into the ground. Pipe end is ~1m from the ground.

* IMHO - from physics lesson we know that earth electric field potential is 100V per meter... so rough potential difference between these ground connection *points* (where wire is connected) is 2m and 200V

- they have switched on cellphones, so there cannot be high levels of radiation

- bulbs are halogen etc, not ordinary incandescent

- spark gap is not quenched in any way and seems low power so it is impossible that it is in series with load, this correlates with switched on cellphones and my suspicion that there is no source of *high power* radiation.

- Kapandaze says that machine can be used also on ships, cars and airplanes... HMMMM.... also he says that energy is coming from cosmos and all the environment is full of it, later is explained what he means by energy of cosmos:

- also says that it is invention of Tesla and his input is relatively small, and Tesla never did go public with this specific invention (as a whole?). Kapanadze says that he found the resonance - machine automatically tunes resonance between primary coil and secondary coil*S*. He says that only other guy that came close was russian Melnichenko BUT Melnichenko still has got something missing from the picture and would not be capable of building the generator - "not soon".

- he names 6-turn the primary coil, and n-turn the secondary coil*S*, and says resonance is between them and resonance controlles is inside of the box

- there is NO current in the grounding (at least in the pipe-grounding), he says he was deeply insulted when authorities did come te see his invention and said that he is stealing power from the ground etc. So he did put one hand on the pipe and other hand on the ground and showed them that there is NO current.
EDIT: Seems that there is no current when device is OFF was his point.

* IMHO it makes 100% sense, only thing that there can be is resonant vibration of electrons, probably in sync with ever changing earth resonance. And thats his whole secret, how to keep it resonant.

- he says that there is around 20 parts and it is based on Tesla transformator

- shows papers with caption "wireless energy transfer of Tesla and Tunguska explosion of year 1908" and says thats secret of his invention lies there

- other guy shows Linde's condenser and Tesla bifilar coil picture and says that theres the original idea
