Now question : what is the principle of electric welding ?

  It's called electric arc welding because an electric arc is established first by contact and then maintained (a short ciruit through an ionized air gap) which subsequently heats the materials and at the same time carries the material from the arc electrode to the welding point (AC or DC mode). I wouldn't say the "portable" arc welder shown above has really any large similarities to the green box - possibly you are referring to the gnd connection else I fail to see where you are going. I took a look at the patent and this is a tuned solenoid encased in a small cement block. The solenoid is nothing else than a "ballast" and it works just like the classical ballast in any 50/60Hz neon lighting if you know how it works. The arc is compared to the gas in the neon tube and the ballast is the solenoid operating at line frequency (50/60Hz).

  In the Philippines the 220V are generated by 2 110 live wires. The welder only connects to one and the return path is the ground. If you have any differential protection online it will trip immediately as you are closing a circuit towards gnd and not Neutral. This device is illegal in most countries and certainly is a danger to operate. It has apparently NO isolation at all from the mains. It seems they actually use this method on construction sites there with isolated boots and gloves for extra safety - at least it's light and easily carried around(!).

What about this weird welding machine ?

That was experimented by certain Filipino who's student at that time, name Dondie as I know, but patented by other guy for buseness interest.

I know the construction of that welding device as I am doing it at home several times but I don't see any principle that will lead to OU theory, as the device is just a simple construction of giant w...wound r......r (inductive reactance). It uses single live wire from main power line then in series to that device and earth ground for complete electric path.

For me, earth gnd play the most important rule in that device and the person who will use that should be very much aware of electricity, must be very insulated from earth gnd or live wire, or else may kill u!
