Instead Amplitude normalize by itself growing  to the desired level.

I agree with your question above (I put it in bold).  Basically a blocking oscillator and it can have some microamper average current draw so in case of some thousand microFarad value capacitors the circuit may operate even for some ten minutes. (years ago I built blocking oscillator and found the very low current draw, here is a link to Naudin on a similar circuit, using very high value capacitors, charged up from a 24V source:

and here is another link to him where such circuit seems not to lower the  battery voltage level for more than half a day running time:

My opinion is that a 5-6 minute long video does not prove anything in this case. Question is what he claims with his circuit at all...
