I see some similarities between the Kapagen and what DR. Stiffler is demonstrating in these videos.
He just has his Exciter connected to ground, with no other source of power input.
He also is using specially tuned coils like the Kapagen. 
Maybe using larger coils and fitting the 2 grounds of the kapagen into the circuit
this may make a similar working device to the Kapagen. 
The poor audio is due to the circuit producing such a great electrical field it interferes with the camera audio circuits.

I suggest everyone save all 3 of his videos, because Dr. Stiffler discoveries seem to have a way of disappearing
from the internet these days.

I think the black coil that connects to the ground resistor is the coil that would have the 2 grounds connected to it.
Maybe have a 1meg resistor at each end of the coil going to each of the 2 grounds. 
Anyway it's def. worth looking into, especially for those who have spent so much time and money on this project
and already have the parts.

In video 3 Dr. Stiffler mentions placing the 48 LED board on an Al. block to provide a virtual ground.
Maybe this is were the 2nd ground comes into play.
The Al. block is just placed near the LED board and not connected to it. 
Reminds me of the rod through the center of the Kapagen coil.
