Yes, I suspect very similar.  But it sounds like his reactor is recombining molecules to produce his micronic fuel, that he claims will burn better then gasoline.

This concept Shokac and I have been speaking of is similar in some of it's regards.  But no need for water, salt, nitrogen filter, etc.  But, I had actually suggested nitrogen earlier because of it's atomic number is lower (7) then that of oxygen and would actually work better.  But the cost of the filter etc, makes common air much more attractive.

The only thing needed is HV, and HV is cheap.  Not much amperage required.  And the output is indeed amperage.  So, if you have 300 to 400 volts DC on your positive plate and add that amperage, you are left with a heck of a lot of wattage.  What I LOVE about this concept is it is so close to the way the TPU works, though the PROCESS is completely different!  Very cool stuff!

Wings, I try this, but if you wont polarized electrode positive & negative, you need very strong electromagnetic field. Energy for create very strong electromagnetic field is HI. And you don't have OU device.

About Light bulbs.

I read somewhere that they used to use Argon in light bulbs but modern light bulbs are filled with pure nitrogen.
Once you remove the oxygen, the nitrogen doesn't react with the tungsten, and it's dirt cheap. 
The only bulbs using an inert gas are those halogen bulbs, and the outer glass tube is actually quartz crystal.

I'm glad to see this thread has some life again.  I spent quite a bit of money on parts for this project. 
I hope we finally see a breakthrough replication soon. 

I also spent months experimenting with the Correa's Argon abnormal discharge tube.
I got 2.5 times as much output as input, but for some reason the tube works for a while and then stops.
I also tried Heleum and it works too.  But again the tubes I built only work so long and then stop.
Then I have to re-vacuum them out to get them working again. 
I can give more details on my setup if someone wants to build there own.
