in phisics 'elettronvolt' (eV) is an energy measure unit and is defined as the kinetic energy received by one free electron when accelerated by a 1V ddp (in the vacuum). Kev is just the energy imparted to electrons when subjected to 1KV ddp. In my case there is a little error because my device is not in the vacuum but it is anyway subjected to a 1KV ddp range voltage pulse. Big Linear or toroidal accelerators are generally able to reach Mev (Million elettron volt) or Tev (Tera elettron volt) energy for example to an electron beam accelerating it till near c speed. The conversion to Joule is:
1 eV = 1,602 176 53 × 10^âˆ'19 J
In particles phisics, Mev and Jev are often utilized to measure elementary particles mass by means of Einstein restrict relativity:E = m c²  where E is energy, m is mass and c è la light speed in vacuum. Electron mass is equivalent to 0,511 MeV/c².

For me personally, most important is only one yours reason: If you have knowledge about the device and you know how to do  a device, what for is need this forum for you... and other Russian forums
whether you work for some government departments. Or maybe you work for television is the government...?

TV is work where i get money for living â€" everybody needs to eat something, so this is my work and in TV i make Motion graphics and other stuff, some video montage e.t.c.

Yes i have lot of friends in Government, but they are attended to do some changes â€" this is not so easy. (yes they know what i do in Free Energy and they are ready for this.
But i personally don't have any relationships with Government. (in that way how you describe this)
