Yes... and if the pancake coil is on the outside of the steel disk then that white stuff could be insulation because of high voltage on pancake coil... maybe???

We need to look at how magnetic field behaves with steel disk as opposed to brass disk.
Is there a push-pull effect generated by pulsing the coil that causes rotation???
If so, then how is this same or similar effect produced within the Green Box device or is there a different effect involved here?

In case you were wondering, what these Kapanadze electromechanical devices were...
They are, in my opinion,  modifications of the Faraday disk, or disks:

Where others failed, he succeeded. These are truly relativistic effects he is demonstrating.
He cleverly connected two disks together, in a motor/generator configuration, thus eliminating the brushes.
These are ground shattering devices.

You should rethink that; homopolars generate lots of current at very low voltage.  They're like using a spatula to stir a pot, and make the electrons go outside... but only with as much force as the electron cloud can be made against the magnetic paddle.

This Kapanadze motor is IMHO NO N-machine !
It has no big magnets and is missing any current brushes at the rim

Lots of current at very low voltage is used internally for spinning the device. Useful energy is generated by the alternator.
No, it is not an N-machine, but it is a Faraday disk, or disks in this case. The brushes are eliminated by using two disks connected together.
Magnetic field is created by the coils between the disks in conjunction with the steel plates. Permanent magnets are not needed here.

How do you think the torque forces are produced here ?

Just draw a diagram to show it.. I don´t see it this way working...

at minute 20:15 you can see the special transformer is
just powered by 2 wires only....
So he can only use the the magnetic A field onto the rotor shaft to transmit any
power to the 2 discs.

By the way, the disc nearer to the transformer is the brass disc and the disc
nearer to the pulley is the steel disc.

In the German translation it is also said,
that the white foam coating is only there to reduce the noise...
