What we need is one of our EEs to look at the Akula schematic and take out the phase locked loop and replace it with a spark kicking coil system. The L2 is bifilar in aiding mode. That much we know. And it self resonates. I would also use a ferite moveable core in the bifilar coil in case fine tuning was necessary to boost watts. So fine tuning would be by moveable spark gap and moveable ferite core. Just my 2 cents worth.
