The above posted  material  talks also  about recovery of  stolen material
powering  thermoelectric generators in Russia and  what happened  to the thieves.

Although  it is shocking report   for the audience it is  no shocking for  molecular engineers and  particle scientists.
If we compare it to a Russian guy smoking  cigarette at the   refinery or regular gas station
the  injury may be similar or worse .
Not only Russian but everyone driving a car doesn't think that he is right next to a  30 gallons  of gasoline in his car.
We all know how to  use  matches too.
So if you know how to  use  thermoelectric fuel than  we should be OK.
Procedure is fairly simple:
1. inverse square law - says how far you can be from the source
2. dosimetry says how long you can be at that distance next to that source.
not much  more is needed -- well  maybe not so.. accurate I explained it - but close.

The trick  with energy is mostly done  by Neutron Generators.
there are some  isotopes or even  "regular"   specimen, easily obtainable that  when  directed/ placed near Beryllium window
turns  into Neutron gun - launcher.  And  neutron bombardment   of just  some specimens makes thermoelectric generator works.
Unfortunately  I can't publish the  details ...
But  everything is  on the internet... anyhow.
