It is probably just induction collector from electricity compagny.

I try this 2 month ago
I had the same result of you.

Around 20 volts

But when there was a power outage i received nothing

Will try far in the forest or in a field

My brother in law and I tried this the other day in a field away from any power lines and the most we could get was 1 milivolt ..
Had it up 25 feet , we could get 2-3 milivolts if we made it sway back and forth ....Gonna keep trying but if it can't be done away from power lines, it just asking for trouble if ya get caught ...
