Most certainly no. This is a regular type of pulse motor, but totally useless
due to very poor magnetic coupling causing almost no torque and shaft output.

Agreed, as there was no suggestion of overunity! But the camera man was
sure a brave soul to film this inline with the rotor. If the rotor somehow
"let go" it could have really clobbered the camera.
