That is wrong.

Quaternions are the basis of a numerical coordinate system, just like the more commonly known polar and Cartesian coordinates. Tensors can be represented by all three.

Mathematically, the square root of the product of a quaternion with its conjugate IS a tensor of that quaternion.

Claiming that a quaternion is a tensor is like saying your hand is a puppet.
