Life is given in self determined levels, Earth's Humans current level of power is considered a .07, there are predicted to be 4 known levels of power, level 4 is the fringe edge of actaully being a god, level 5 which is unknown would be a god.

these levels are determined by how much energy you can control in all possible universes.

a god like race does not have to be inside and or outside a given reality because they would control the highest level of energy possible. they could do anything they liked.

how many of these level 5 civilizations could exist would be very very rare.
