This is my report of the device sent by @lambright.

I have not been able to make it work or to see the effect.

Thinking that maybe it was damaged during the mail journey, after several hours of having it hanged from a string I decided to clean it up a little.

It was a weather mistreated aluminum tube, so I sanded it and make it shine.
I thought that maybe giving it a 12v jolt will start it and did that.
Then shiny and with a jolt of 12v Hanged again on a string outside on the sun.

A neighbor came by to ask me for some community work and began to crack jokes about me playing with the device.

I ask him to watch carefully for the explained efect to see if he could see it and he could not.

Question:
What am I doing wrong?

I am still building an aluminum variable capacitor. It seems that the aluminum I could get is very difficult to cut and shape as desired.

it will not work unless there is a magnetic current flowing through the device.
You need to be sure this happens before attempting to make an observation. there are multiple effects going on here, when its "on", you will know.

If you are not familiar with this concept, i will make my best attempt to describe it and do so (hopefully) without befouling Ed's ideas....

essentially you have a loop of non-magnetized, ferromagnetic metal. (ceramics may be possible, ihavent tried)
at one end of this loop, you place a coil, or two coils,
i have seen it done with as many as 4.

Ed shows this using two coils on a "U"-shaped bar
with a "keeper" bar placed across the gap

Dave shows this with two coils on a barrell-ring type thing

You can see the effect when its "on" in both demonstrations, because in a) the keeper stays magnetically connected.  and in b) the bareel-ring, which is "springy" stays closed.

in BOTH examples,
when you break the magnetic current
you get an electrical pulse out the coils. this has been shown on meters, and to light LEDs.

You need to understand what the magnetic current is, and make sure that it is flowing through the ring.

Thats step 1.
and should/must preceed any experimentation.
