This is a composite of a number of projects. The way I've seen
Newman Machine commutators built with the polarity wheels inspired
what is shown.  When the foil contact meets with the pin, energy
can be instantly returned to charge up the capacitor as bEMF through
adjusting the pulse width down to an extremely small value...  The
energy would go through like soap through a foam nozzle.

The Zener diode and capacitor idea is thanks to nievesoliveras.
