If using voltage it may be better to use an electromagnet using a reed switch on the magnets to repel the magnet rotor. Sort of like the experimental external Ns coil. If you could get enough rpms and torque on a commutor you might get more output than input.

The bearing of the "static" magnet can provide energy, thus this setup is meaningless.
