Using an exhaust turbo to drive HHO generator

Assuming electrolysis production of HHO nearing unity, could an IC engine be run using two alternators/generators by the following:
1. Run a dedicated generator for HHO production by a turbine operated by exhaust gasses, as this is energy that is normally wasted.
2. Run a second generator off the crank.

I know that exhaust restriction from the turbo robs some power from the engine, but automotive turbochargers require less horsepower than belt driven superchargers, so at least some of the power is "free".

I'm thinking household electricity here. What do you think?
