Here is one of my designs that will recharge a capacitor in quite a strange way!
How long did it take to charge the capicator and what V did you arrive at.

You can also recharge caps using joe tates circuit
Mine took 4 minutes to charge c3 and c4 to 12 v dc using Ac neutral and earth ( water pipe connection)
more than 30 mA current is more than enough to cause damage to your body so be carefull

Might not a small solar panel do better? ;)
And TK is right about the goggles. The caps need to be able to handle possible voltage levels when connecting to wall current. 400v and higher would be safest. ;)
