Are you posulating that a balanced enviroment sustains additional energy
because it takes exactly the same energy to now move said items ?

There is no way it will work and that is obvious. Everything about it is equal and equals can not create work. There must be a imbalance and even then it will only produce work until a balance is reached or energy is added to keep an imbalance to keep it working. Odd plus even equals a imbalance as long as the two can not be divided into one or the other to create a equal number. Evens plus evens equals a balance and odds plus odds equal a balance.
When dealing with magnets, you have to keep in mind that each magnet represents two equals which makes it impossible to create a imbalance when using magnets unless a outside energy source is added. The same can be said about springs and everything that doesn't flow. But the flow has to be stronger then the resistance to move the resistance.

I agree 100%. A spring is nothing more than a very simple memory device. Sure it can "store" energy, but only what you put into it and then, equilibrium will prevail. The same with magnets for the reasons mentioned above.
But, if someone thinks this can and will work, build it although I am afraid you will see that it won't.
