Would the wind produce from a moving hybrid vehicle draw a non-freezable fluid upwards from just an opening on the roof of the vehicle? Like a paintsprayer does then air if force over it. Then it is sprays the fluid downward into a funnel shape to turn a generator that empties back into the original starting tank.
