I hope so, because this shipchandler (and the inventor) could face nasty lawsuits. Could they not?
I phoned, a couple of months ago, to the inventor: Angi Le Floch.
He lives in Britanny and so I.
He is kind but not very "talkative".
He just told me that:
- he was using "dry cells"
- he could produce an huge quantity of HHO (you bet he should).
- he generated 50.000 volts but that the use of this voltage was "complicated"
- he got his idea partly from the Internet
- he was OK to receive me and to "take me for a ride" but that I would not
be able to see the engine (even from a long way off...).
As I was just wanted to figure out whether his claims were genuine, I did not
persist and gave up. Perhaps should I had insisted?

Watched the video, it end CO2-70 KG, ??????????
Sea water is crammed with Hydrogen, not a problem to put an electrical arc though it and get heaps of Oxygen and Hydrogen. Problem is the wattage draw in doing so cannot extend past that being turned out by the generator on the engine, or battery life, whichever is producing the power.

it is not sea water , it is "eau demineralisee" , demineralized water
ther is something to filter the sea water and get demineralized water

Why the inventor would want to demineralise the water first ?
To get demineralised water out of salt water you boil it. Same applies to fresh water.
(sea water has more hydrogen than fresh)
Should you want to experiment yourself, you will need two peices of wire and a battery. One wire onto each battery terminal and then place the wires into water. The bubbles you see going up the wires, one lot is hydrogen and the other lot oxygen.

There are problems using salty water to Cells. First heating up and fumes are poisonous.

In the picture, the fuel cell has two large fan ports. Doing some cooling. Salt water boils with less heat. Demineralised water a slight of hand not a dishonesty, as first thought.
Off subject. Using 18th Centurary Naval tried before Coal pricing crashed. So long the seas dont freeze over. Todays Refrigerant, chuck out the pistons and down size. 300KW - 400 Horsepower.
