In that device the lever is not in equilibrium. I think the wheel has to be correctly balanced to get better results.

Oscillations of the weight can be minimised by using heavier weights to counter the forces produced inside the generator. When you use heavy weights, the friction and starting torque may go up which is not of much concern. Since all weights are equally balanced, you need not supply excess energy for lifting the weights.

I think the resistance is coming from the difference of weight created when you use generator on only one end. When generator on one side holds the arm up with a string, the other end becomes heavier. So you have to supply excess energy to overcome this difference of weight. If you use generator at the other end also, will not this effect ( resistance due to difference of weight) cancel off?
