Congratulations, you have discovered the Torsional Pendulum.
Seriously, they take forever to settle down. I've seen torsional pendulums, in vacuum chambers yet, that take _days_ to settle and sometimes they never do, and require some damping system if you ever want them to stop moving. They can couple vibrations from the suspension into the rotational mode and as long as you have any vibration coming down the suspension, or drafts of the smallest kind in the air surrounding the thing.... even a draft of a few molecules heading toward the vacuum pump port in a pumped-out vacuum chamber.... the damned things will never settle. Hanging from a long suspension, in air as you have it.... forget it. It will never stop moving. To get it to stop you will need to put it in a draft shield at the very least, and you might even need a rotational damper, like dangling a stiff wire down from the center, down into a cup of light oil.
