No, I did not think its movement is perpetual... ;) I just tried to answer your question where it is within Paris... if we can trust in the Wiki link I referred to, just read the text under this heading "Original Foucault pendulum" .
The picture you show has a date of 2001 in it, possibly referred to the original bob of the pendulum and as per the Wiki text the pendulum has been in the "Musée des Arts et Métiers" too, see the dates mentioned there.
What counts is that this pendulum has "Air resistance which damps the oscillation, so some Foucault pendulums in museums incorporate an electromagnetic or other drive to keep the bob swinging; others are restarted regularly, sometimes with a launching ceremony as an added attraction."
Probably this little "side note" is not known by the original initiator of this thread...

Folks misinterpret the Focult Pendulum as if it were perpetual, when actually there is a Bedini type circuit that supplies
power to keep the pendulum swinging! The perpetual part is that the direction of the pendulum is constantly changing
due to the 24 hour nature of the Corrialis force that among other things spins up hurricanes. So, very small amounts
of energy are extracted from the earths rotation causing the leap seconds that are added to the absolute time scale
to do this.
Now what would be interesting is to *build* a perpetual Focult Pendulum that would assert a force against the Corrialis
rotation to run a small generator and have that fund the pendulum's rocking motion, though it may have to be done in
a vacuum cabinet so as to limit air resistance. It would be easy to check. Put the pendulum on a turn table and see
if one can generate sufficient stored energy to keep the electronic circuit supplied for 24 hours during each turn.

Einstein did make the error you show. Where he was trying to show the equivalence of motion based acceleration
and the acceleration due to gravity. He insisted that a person in the elevator could not tell which was happening to him.
But Gravity is a radial force field from from the center of gravity of the system. While acceleration is a linear force
due to acceleration in the rectangular rest frame of the laboratory. As you show in your graphics. So with the right
instruments with him a person in an elevator could darned well know which was happening to him.
The only place I've ever seen this mentioned is some real superconductor antigravity experiments done by the ESA. Where they said
that the antigravity produced was a rectangular field rather than the usual radial field. I thought that significant that they knew
what talking about rather then usual antigravity BS.
If one says "this really doesn't matter", one would be wrong again. Liquids are not supposed to be able to striate, but they do
because vibrating molecules are able to gain some traction against a radial field where they may not against a linear one.
After all everything is relative. :-)

i have gone very very often to the "Musée des Arts et Métiers" and some time
the pendulum is not moving so , sure there is no moving part in it
this is a real human being that moves it like in the video
