This is interesting. I'm no physicist, but I think I have an explanation. In this setup, you have an axis of rotation, which is the cable. The inertia of the water loop translates to the inertia of the entire body.

In the video, as the pendulum swings, the weight at the bottom rotates... I'm assuming, because the weight has it's own axis, it has it's own moment of inertia. If we did this in reverse, say, put a motor on the weight, it should translate some of it's inertia to the whole, and make the pendulum swing.
The killer is, I think this only works with an axis to rotate on. I can't see this producing a linear force. Someone correct me if I'm wrong, ya?
