Looks like the patent is an Application and not a granted patent, anyone can make an application for almost anything with no proof of operation as far as I can tell. The patent drawings I cannot see they are too small, many people say that the words scalar and wave do not go together, a scalar cannot be a wave kind of thing. Aside from that the patent has no real technical information. I doubt it will go any further. No OU was claimed in the patent Application anyway.
He says he is making a 12 Hz wave and radiating it from an antenna and drops a lot of names and confuses Tesla's radiant energy collector as a scalar device, looks like a lot of claptrap to me to be honest. Another person trying to pull himself up on Tesla's coat tails looks like he's grabbing at a few coat tails to improve his chances but it reduces them in my view.

It is quite an effort and expense to apply for a world patent and one would no do it on a whim.
I think the drawing is deliberately kept unreadable but the patent office should have rejected
the patent because of that.

I am not fully sure why you mention "Assignor to Tesla" ?
Because there was a "Tesla Narodnik Podnik" = Tesla National Factory in the Prague, Chechoslovakia from 1946 to 1989, they manufactured radio/television sets, turntables, tape recorders, vacuum tubes semiconductor devices etc and they were a state owned company. So the Assignor in the patent application was this Tesla National Factory (Tesla Np). The factory chose its name from Nikola Tesla.
