I don't think that clumsy balloon can lift any weight. You have to use a thicker rubber tube and the weight you keep on the rubber tube should be just enough to balance stiffness of the rubber tube so that even a little rise in pressure inside it will make it straight. Which is similar to keeping a weight on a spring. The weight kept on a spring can be lifted easily because the spring also pushes the weight in upward direction.

even if you could configure the length, weights, and strength of the rubber to the
proper proportions, the lever will balance out at a point where the funnel is partially
submerged, and the rubber side is partially extended.
