I have a Torqueedo electric (http://us.renesola.com/) outboard with its own 800 watt LiSo4 battery and charge circuit. It will charge from a 12v bank that delivers 10 amps, and it will charge directly from 24v panels. The boat also has a 12v sump pump and running lights, that run off a 12v utility battery. I have 2 18v panels that put out about 3 amps each, wired in series. Is it possible to charge the 12v utility battery off the 24v system while the 24v system is charging the motor's internal battery at 12 v? I have a MorningStar Sunsaver 20 amp SS20L contoller, plus a variety of cheap Chinese 5- 10 amp contollers available. any thoughts would be appreciated.

Yea sure you can. Just get your self a DC to DC converter-->in your case a 24 v to 12 v converter like the one in the link below. You only need to work out the current requirement,and by the converter to suit.

For a relatively low wattage system like this, I wonder about the possibility of a pair of small (maybe 6 inch) Bedini SG wheels constantly on the go.
