Yes, Impossible wheel is a right name for it. It is not possible to work as it shown. It will find balance position very easy. Let me guess ,it will stop close to the position as on the picture below ;) (just a rough guess)

The "imaginative proposal" could work: IF one devised a practical method of keeping the weights as shown. Unfortunately nothing I am aware of has come to anyone's mind for doing so as of yet.
On the other hand however the "starting idea" is similar to one I worked with to learn the how, what, and why of Matter in motion, and what does and does not work IS. This "starting idea" IS one that can take you on a long journey of your own during which you will learn plenty that is not in books or taught at universities.
It is a great stepping stone, not an easy one - but one of many for you to discover for yourself.
How do I "know"? = Been there - done that ..... years ago, see the photo proof. ;D
Just kept on going to better, and much more practical power plants that WORK .

Would your idea that worked be anything like the Skinner machine? Of all the ideas for a gravity powered machine that is the only one I have seen that looked like it could really work and produce usable power.

No not at all like the Skinner machine. Much simpler and I am past "gravity machines" because of the very limited gains that CAN BE REALIZED from huge amounts of mass REQUIRED at low enough velocities to be worked with by the "average Joe"
Personally I do not see Skinner types being practical. (But I never knew of them until long after getting past "gravity machines" and am not really looking back.)
Moreover, not simply "an idea that worked": rather an entire technology to be learned and worked with.
Do you have a thread about that technology or is this something you would rather not make public at this time?

Worthless is the same wheels being built over and over and all claiming success on failed project. As in a field of traps it is better to know where the traps are than keep stepping in them.
