Title: Capacitor Or Electrophorus Device - And Maybe Use Electric-Field Of Perm Magnet

    Basically,  a device based on a capacitor principle,  or electrophorus principle, and using a  perpetually-charged  dielectric-plate( like the dielectric-plate in the electrophorus ),  a component like the dielectric-plate,  but one which never loses it's electrostatic-charge.
    (  At the moment,  the only the only  thing  I have found to use as a  perpetually-charged  dielectric-plate,  is in fact a  Permanent-Magnet  )

    I don't have any specific design in mind,  although I guess it  'may' have to be more like a capacitor rather than an electrophorus if you wan't it to be solid-state,  but that may not necessarily be true.

   So I'm wondering if you can use a dielectric-plate( like the dielectric-plate in the electrophorus ) to get a  capacitor( not an electrophorus ) to dischgarge,  surely that would be difficult.

   A Permanent-Magnet Has An Electric-Field,  So It 'May'( or may not ) Be Possible To Use It As A Perpetually-Charged Dielectric-Plate( as a dielectric-plate in an electrophorus ), To charge Up A  Capacitor
    -  The proof that a  permanent-magnet( an unpowered-magnet )  has an electric-field can be viewed when a magnet is frozen solid in water,  the  Electric-Field then becomes clearly visible

          However,  I wonder if when you freeze a permanent-magnet,  it may become closer to being a super-conductor,  which is actually different to a room-temperature permanent-magnet,  but obviously a frozen permanent-magnet is not as cold as a  super-conductor( a much lower temperature,  frozen permanent-magnet )

   (  At first I thought surely there's no way that a  'permanent-magnet'  has an electric-field,  but then I remembered that all atoms, protons, and electrons, have an electric-field,  and since all the atoms in 'permanent-magnets'  are aligned in one direction,  then I guess it may be possible that the electric-field of 'permanent-magnets' may be aligned in one direction, but I don't know )

   An alternative to using a  'permanent-magnet'  as a dielectric-plate( like the dielectric-plate in the electrophorus ),  could be to use the capacitor/electrophorus discharges in the device,  to keep the dielectric-plate perpetually charged up.

Permanently charged cap exists an is called an Electret.

  Today I discovered the modern types of electrets which seem to last for 20-years( some last longer ),  which would be good enough for any device.
     Before I only knew about the old types of electrets like bees-wax, resins, etc,  which only last a few days or so.

    From the description you typed about how capacitors work,  on the other thread,  it seems like it may not be possible to charge up a common capacitor( not an electrophorus ) to make it discharge,       
    just by using an electret,    unless,   you replace 1 of the 2 plates in a capacitor with an electret,  in which case it becomes an electrophorus
