Seems a High voltage enhancer/component 
and what looks to be a piece from a microwave oven ?
Quite Zappy stuff....

Ynou can test with a can with a tungsten electrode plug as shown.Put small flakes of zinc ad a little sulfuric acid in the container through the cap,close the cap: hydrogen develops, feed the electrode and the can with high voltage;the cyclic timer is set to 1 second (on / off)
