Title: Can Anyone Work Out How This 2-Motors Device Functions ?

Can Anyone Work Out How The Following 2-Motors Device Functions ?,  showing a car converted to be fully electric .

Background -
  Every hour or so( referring to a week ago ),  there's a new video on youtube of two ( or more ) toy sized  electric-motors  linked up together,  with one working as a generator,  to form a   Self-Powered-Generator,  and they start up the devices ridiculously simply,  sometimes just by turning the motor or moving a magnet near one of them. 
     I assume the majority are fake, or else they would be too easy too build .

Regarding the video above -
- I cannot fully tell if the 2 motors directly turn the cars wheels
- Is this supposed to be a  Self-Powered-Device ( looped ),  or is there any overunity here,  or energy-amplification
- Would the battery  'ever'  need to be charged by an external power-source,  and could it be replaced by a capacitor-bank

     - If this is a  Self-Powered-Motor-Generator, and if it directly turns the car's wheels, wouldn't that cause it to stop ?

    - Maybe it's just simply  2-motors ( not a motor-generator ),  that maybe provide more torque ?

    (  p.s. - Regarding the overly-simplistic toy-sized  Self-Powered-Motor-Generator recent videos on youtube.     If I thought that you could simply connect 2-toy-motors together and simply connect the 4 wires together, without requiring anything else at all,  and that that would work, I would try that, surely that would not function  )

       A motor and generator couple, motor starting by cap or battery ?

      A generator and motor couple, generator moving by curbe !?

Motor : rated power and RPM and inrush current phase peak ?
Generator : rated power and RPM and inrush voltage phase peak ?

rated motor/ generator power and RPM ratio ? With-/ out step-up/down gear ?

DC/DC or DC/AC or AC/DC or AC/AC.       DC: static or pulsative ?

Decision freedome degrees ! Appropriate solution self-answering  !
And finally : the output quality  !
