Now we can play an abstract mechanical equivalent model ( mass spring system on a pendulum ) , as :
https://youtu.be/z6_NRNw88Jw
.....but with the starting position on the top ( as an inverted pendulum ) , so to introduce an asymmetric
"assistance" of the rotational inertia (due to the spring in-out storage ).
This interplay of gravity with inertia has as a result a "self" continuous accelerated rotation?
.....with an elementary test...we have an answer.

Hi
As a matter of fact we have an elastic pendulum(human performer ) attached to a common pendulum (seat and bars) playing not swinging, but a full 360* rotation.

.....starting with the elastic pendulum theory , at :

As a simulation , step by step , at :

(Swinging arms and seat/a rigid,non-elastic pendulum)

(Pumping person/spring mass)

("Kiiking"/tumbling mass/spring mass system on a pendulum)
Now , we have a simple toy:we can play this one as a swinging one , or as a rotating one (if we start as an inverted pendulum...and search for a "skillful pumping"...or a "self" tumbling/rotating amusement "appearence"?!)
