seems like a minto wheel- modification
is there no further information about the working principle?
nothing special about it all, there are a number of websites with the same design shown in them including one or two of my mintowheel modification designs on mine.... "prior art" is going to kill any patent application of this simple thing before it ever gets started or at least it should.
