Quite hard to read, but it seems to me that this is simply a conventional electrolysis cell using high current. ie a booster to aid in decreasing the fuel consumption of standard ICE's and reducing hydrocarbon emmissions.
Am I missing something?
It is what it is... I just thought someone out there might want it.... seeing as it does not exist in the patent data base anymore. :)

You have tears in your heart for the human race? Why are you being such a drama queen? The Canadian patent number you cited was for a patent application. Maybe it was rejected, and that is why it is no longer on file. Obviously it still exists out there. I think this WIPO patent is for the same thing. I guess you were crying so hard you did not have time to Google the first sentence of the patent.

Does rather make you wonder why anyone would try to patent a standard electrolyser.
Perhaps this person failed to realise that this technique for liberating H2 and O2 from water had already been understood and accomplished a few years back, by a certain, M. Faraday.
A bit like me applying for a patent for the wheel... very odd!
