i would like to start a small topic here to gather information. i think people should debate this out as i am curious as well.
1. if cars ran on tap water how would this effect the world?
2. would it cause wars?
3. how would jobs be affected?
4. would the big guys have control of the world? who would run it?
5. if you ran your car on water, would you tell the world how to do it? or would you forget it ever happened in fear for the world and lure people in the wrong direction.
6. the day cars run on water, will the world be full of caos?

I don't think anything would change, except there would be less pollution.
They would simply add something to the water and make it compulsory to use only their water which you have to buy from their bowsers at roughly what you are paying now. Perhaps they would add a mechanism to the engine that disabled the motor if water without the additive was used and fine everyone who tried to disable this device, the same as they are doing with people that disable catalytic converters.
I remember in Britain in the 1960's there were two types of Diesel available. They were identical except for their colour. One of them was designated for agricultural use only and was much cheaper. If you drove a Diesel powered car police would periodically take a sample of your fuel in random tests and if you had the wrong stuff in your tank you were in deep shit.
So, it has been done before and believe me it will be done again. The powers that be will not let go of the enormous revenue base they have created by taxing and monopolising energy.
