It is a joke.
It works as the author says it does, but the power output is very small.
Ben Franklin used a similar free power source to run electrostatic motors.Ã, Oleg Jefimenko has also done a lot of work in recent years designing more powerful and efficient electrostatic motors that can be run from the same sort of setup.
