Title: Steam through a Boyce type cell with, variable, pulsed HV (0-50KV)

Just an idea:

Build a Boyce type cell, but +-+-+-+-+-
Variable spacing. Insulated perhaps.
And one of these for power!  8)

Now let waste heat do some of the work by building a Geet type heater around the exhaust and feeding it water.

This thing is crying for some modding!  I would not be able to leave the elecronics alone ;D

My vote is on the Alkaline water for the steam?  ;D

Blow the steam through the cell.
