Title: Extracting energy from pure voltage?

I have seen a video of the Rod Generator

and I read the next information about that generator:

You know that we can extract energy from 1 factor (temperature, pH...) when the factors has different values. I mean, that you can extract energy from the temperature difference (with a peltier module, of course, the energy obtained is ver low, but you can obtain energy), you can obtain energy from saltwater and non-saltwater... of course, I want to say that you can extract energy when you look for the same factor (ex: temperature) and they have different values (cold and hot).

Think about the voltage... What's the voltage? The voltage is the difference of electrical potential.
So, here you have a difference of the same factor... The same factor with 2 different values...

If you look at the rod generator, you can see that the device is 2 rods: one is composed with 73 elements and the other with 74 elements... So, each rod has different electrical potential. But not only different electrical potential, they have ENOUGH electrical potential to extract energy from them.
Of course, in theory the energy is obtained from pure voltage (difference of electrical potential) by an unknow effect. I have read about they extract energy from Neutrinos instead of electrons.

So... if we can obtain enough voltage from a energy source... Can we obtain energy from pure voltage? Of course, maybe the energy particle could be Neutrinos instead of Electrons.

Any ideas?

Of course, I'm 90% sure that I can replicate the same effect as you can see in the 'Rod Generator' video, extracting energy from the air, processing the energy and then lighting a neon bulb. But I'm 95% sure that I can't run a device using the same technique.
